A small, fair panel — everyone consents before a word is collected.
Raters with real opportunity to observe, split by stratum (manager, peers, reports). Each consents to purpose, recording, and who-sees-what; declining is penalty-free and never visible. No stratum is ever displayed with fewer than three raters (K≥3).

Too few raters in a group?
We withhold that stratum rather than expose it. A confident “not enough to protect anonymity” beats a leaky readout.
